The Basic package is addressed to non-residents who own properties which are either exploited (leased) or used for personal use. In this case,  the taxpayer residing abroad with real income in Greece (e.g. rents, interest, etc.) is obliged to submit a declaration E1, E2 and to settle the  property tax ENFIA, which is issued once a year.
